# The EU Breakfast Directive changes the labelling of jam, honey and fruit juice products

The European Commission Directive [2024/1438](https://eur-lex.europa.eu/legal-content/FI/TXT/HTML/?uri=OJ:L_202401438), the so-called EU Breakfast Directive, has been drafted to guide consumers towards healthier choices when purchasing jam, marmalade, jelly, honey and fruit juice.

In Finland, the directive will be implemented by three regulations that will enter into force on 14 June 2026:

- Decree of the Ministry of Agriculture and Forestry on honey ([224/2025](https://www.finlex.fi/fi/lainsaadanto/2025/224))
- Decree of the Ministry of Agriculture and Forestry on fruit jams and certain similar products ([226/2025](https://www.finlex.fi/fi/lainsaadanto/2025/226))
- Decree of the Ministry of Agriculture and Forestry on fruit juices and certain similar preparations ([227/2025](https://www.finlex.fi/fi/lainsaadanto/2025/227))

The decrees define, among other things, the compositional requirements and labelling of products.

Several manufacturers of jam, marmalade, jelly, honey and fruit juice products will change their product names and other labelling during spring 2026 to comply with the regulations entering into force on 14 June 2026. There may temporarily be products on the market with both new and old labels, as products manufactured and packaged before the new decree entered into force can be sold until they run out, provided they meet the requirements that were in place before the decree entered into force. With the entry into force of the decrees, there will be no changes to products that already meet the requirements defined for them.

The decrees do not apply to products intended for the production of bakery and pastry products or biscuits. However, manufacturers of the above-mentioned products must ensure that the products are sold with labels in accordance with the legislation.
